What you need
to know about the process of works recommendation, sanction and
completion and fund utilization under MPLADS on the eSAKSHI Portal
The MPLADS–eSAKSHI web portal (www.mplads.mospi.gov.in) was
introduced with effect from 1 April 2023 to manage the revised
fund-flow procedure under the MPLADS Scheme. With the launch of
the eSAKSHI portal, the annual entitlement of Hon’ble Members of
Parliament (MPs) is made available through online authorisations
at the beginning of each financial year or tenure
Prior to 1 April 2023, the Scheme was being implemented
in a physical mode and the information regarding works
recommended and sanctioned District -wise were being maintained
by the concerned District Authorities. The expenditure against
these works were also made through physical bank accounts
maintained by the respective Districts for the purpose.The
information regarding number of works recommended and sanctioned
and their respective amounts in respect of the 17th Lok Sabha is
available on the eSAKSHI portal for the year 2023-24 and not
available for the first four years viz. 2019-20, 2020-21,
2021-22 and 2022-23. Similarly, the details of works recommended
and sanctioned in respect of Rajya Sabha MPs is not available on
eSAKSHI Portal prior to the year 2023-24.
The portal provides login credentials to all stakeholders
of the Scheme, including Hon’ble MPs, the Central Nodal Agency
(MoSPI), State Nodal Authorities (SNAs), District Authorities
(NDAs and IDAs), and Implementing Agencies (IAs). Hon’ble MPs use
the portal to recommend eligible developmental works in their
constituencies and earmark funds from their annual entitlement.For
Hon’ble MPs, the total amount recommended on the portal
indicates the utilisation of the allocated amounts to them under
the Scheme.
The responsibility for sanctioning and executing the
recommended works rests with the District Authorities. After
conducting the necessary feasibility checks, the District
Authorities sanction the works and designate the Implementing
Agencies responsible for execution. As per the Scheme guidelines,
sanctioned works are generally required to be completed within
one year of sanction.
Implementing Agencies raise vendor payment requests on
the portal at various stages of work execution, in accordance
with the sanction orders issued by the District Authorities. The
expenditure figures displayed on the dashboard represent the
total vendor payments released against completed/ongoing works.
Data on the eSAKSHI portal are updated in real time based
on inputs provided by different stakeholders through their
respective logins. Details of recommendations are updated when an
Hon’ble MP submits an online recommendation. The status of
sanction is updated upon sanction of the work by the District
Authority. Progress at different stages of sanctioned works is
updated based on entries made by the concerned Implementing
Agencies.
Upon release of the final payment, Implementing Agencies
are required to “mark the work as complete” on the portal as the
final step.Only those works that are marked as complete by
the Implementing Agencies are reflected as completed works on
the public dashboard.The District Authorities are continuously
pursued to ensure compliance by the Implementing Agencies to mark
the projects as completed following requisite formalities.
The eSAKSHI portal also provides for uploading images of
assets and relevant documents at each stage of payment
processing. Accordingly,Implementing Agencies upload
photographs of assets at different stages of completion, along
with documents such as sanction orders.
